TDLR Code Council Moves Forward with Adoption of 2021 ICC for Residential Modular Homes in Texas

On November 16, 2023, the Code Council for the Industrialized Housing and Building (IHB) program within the Texas Department of Licensing and Regulation (TDLR) met and unanimously approved (see video timestamp at 35:40) administrative rule revisions that will move industrialized housing (i.e. modular housing) to the 2021 version of the IRC. 

Currently, modular homes must be constructed to the 2015 version of the IRC.

However, the applicable energy codes for modular homes will remain at the 2015 version.

Once the formal rule is published in the Texas Register, the 180-day implementation clock will begin.  We anticipate the effective date for the new codes will be summer 2024. TMHA will provide a specific effective date once it has been set so our modular home builders can begin their processes to move to the 2021 IRC.
