84th Recap: Roofing Contractor Regulation

There were two bills filed this session related to registration and regulation of roofing contractors. Both bills were aimed at fixing abuses of "fly-by-night" roofers from descending on an area that recently experienced significant hail damage and expose those homeowners to possible consumer harm.The first bill filed on this subject, HB 1488, called for supervision and registration for roofing contractors under the Department of Insurance. The issue we had with the filed version, which the bill author agreed to work with us on if the bill moved, was that as filed the broad application would have required this additional registration, expense, and oversight for both manufactured home manufacturers, modular builders and even retailers who do some types of home repair with their rebuilders certification. However, there was a clear lack of support for this legislation, at least in committee, as it never received a hearing and died early in the session.

The other roofing registration bill was HB 2734. Similar to HB 1488, but this bill would have placed the roofing contractor registration with the Texas Department of Licensing and Regulation, not with the Department of Insurance. Unlike HB 1488, HB 2734 was heard in committee, but that was as far as it got. It was never voted out of committee and died.
