84th Recap: Replacement of Unsafe Housing Programs
Sen. Lucio filed three bills this session trying to address replacement housing for unsafe and uninhabitable existing homes. None of the bills ended up passing or even gaining much momentum during the session, but they are worth mentioning because they pertained to manufactured housing in several respects.
The goal of the bills were all essentially the same - create a system whereby dangerous existing housing could be identified, those who live in the homes would then be eligible to apply for a program that would provide significant subsidization to demolish their unsafe home, and replace it with a new home.
The interesting aspect to these bills was the funding source. The bills would repurpose the money collected on the sales tax of new manufactured homes towards the purpose of providing the subsidy for the replacement home. The current sales tax revenue generated from manufactured home sales is approximately $17 million per year.
One of the bills would have opened up the replacement housing option to all forms of housing. Another bill would have dedicated 50 percent of the funds exclusively for use to replace unsafe homes with manufactured homes. Two of the bills never received a hearing and the third made to the Senate floor but was never passed out of the Senate.
